David P. Semak
Compliance Consultant
David P. Semak is an independent consultant in the area of securities markets regulation. Mr. Semak has
24 years of regulatory experience, which includes nearly 21 years in the areas of surveillance, examinations,
enforcement, and listings at a national securities exchange and 3 years as a securities consultant. Mr. Semak
specializes in trading floor-related regulatory issues such as surveillance and disciplinary actions as well as
analysis and expert testimony relating to insider trading, manipulation, marking-the-close, and other potential
rule violations. Mr. Semak has extensive experience with the exchange's equity and options rules as well as the
rules and regulations of the SEC.
Kevin G. Breard
Certified Public Accountant
Kevin G. Breard joins the Investment Care Consulting Group Advisory
Committee as an advisor on generally accepted accounting principles,
security attestation, and related accounting issues. Mr. Breard is a
graduate of California State University, Northridge, and obtained his CPA
license in 1984. Beginning in 1989, he started his own accounting and
management consulting practice. This practice includes expertise in
SEC/NASD audits or security dealers, tax, and expert witnessing. Kevin also
lectures on current and developing tax and accounting issues. He is a
member of the American Institute of Certified Public Accountants and a
Diplomat of the American Board of Forensic Accounting.
Ronald E. Berti
Securities Industry Advisor, Brokerage Operations, Net Capital/Reserve Computation
Ronald Berti joins the InvestmentCare Consulting Group Advisory Committee as a Securities
Industry Advisor specializing in brokerage operations and net capital/reserve
computation procedures. Mr. Berti currently serves as the Treasurer for Wall
Street Equities, Inc. in New York. Ronald Berti started in the securities
industry in 1967 serving as a securities compliance officer with
John J. O¹Krane Jr. & Co., and Defco Securities. In addition to various
compliance positions, Mr. Berti served as a consultant to the SEC by assisting
in the draft of Customer Protection Rule 15c3-3 as well as providing training to
NASD staff on SEC Rule 15c3-3. He has also served as a consultant for Bank
America Trust Co. of New York, and Chemical Bank of New York, and has extensive
expertise in the areas of Self-Clearing, Reg. T, SEC Rule 15c-1 through 3,
NSCC-DTC operations, SEC Rule 17a-1 through 5, Nasdaq Trading Rules, Free
Riding & Withholding, SEC Rule 144, Books and Records, and transfer agents.
Mr. Berti received his BA and MA in History from New York University (NYU).
Don W. Grantham
Technology Advisor, Web Development and Interactive
Solutions
Don Grantham joins the Investment Care Consulting Group Advisory
Committee as a Technology Advisor in the area
of Web development and Interactive solutions.
Mr. Grantham currently serves as the President
and CEO of Evolve Media, Inc. (www.evolvemedia.com),
a strategic interactive development firm that
specializes in building digital business solutions
for the Web. In addition, Mr. Grantham works with
several project teams to provide strategic Web
development solutions to a broad range of Fortune
1000 and start-up companies on a continued basis.
He began his career by creating and running several
variations of the early Bulletin Board System
(BBS), in addition to helping businesses share
information through online messaging systems utilizing
global network computer systems. He has extensive
experience in strategic Web planning and consulting,
on-line brand design, development of user interface
and navigation, and program language expertise
in the areas of HTML, DHTML, XML, PHP, ASP, Java,
Java Script, CGI, and Perl. Mr. Grantham earned
a BA in Business Administration and Computer Science
from the California State University, Fullerton
in 1989. Mr. Grantham is also a current and active
member of the Association of Internet Professionals
(AIP).
Joaquin Ruiseco
Technology Advisor, Infrastructure and E-Commerce
Solutions
Joaquin Ruiseco has extensive technical experience
in database backed e-commerce Internet applications
and related production data processes. Mr. Ruiseco
joins the InvestmentCare Consulting Group advisory committee
as a Senior Technology Advisor while currently
serving as a Product Manager within the LiquidMarket
e-commerce division of NBC Internet (www.NBCi.com)
in Los Angeles, California. LiquidMarket, where
Mr. Ruiseco was employee No.2 and hired as the
Manager of Production, was acquired by NBCi in
August of 1999 for $45 million. Previously, Mr.
Ruiseco has held several key engineering and technology
positions with national and international companies
such as Satcon Technology Corp. in Boston, SITA
in Paris, France , and IMUSA in Bogotį, Colombia.
Mr. Ruiseco received his B.S. Degree in Electrical
Engineering from Northeastern University in 1995,
and received his Masters Degree in International
Business (MIB) from Pepperdine University in 1998.
